في كتابه هذا يطرح الكاتب سعود بن عبد الله الزدجالي إشكالات مفهوم المواطنة في سلطنة عمان، فبرأي المؤلف (المواطنة) هي الانتماء القانهوني والوجداني لما يحمل الجنسية العمانية، مع ما يرافق ذلك من ممارسة للحقوق وتأدية للواجبات، والارتباط العاطفي بأرض الوطن، وبإرثه الحضاري، وتراثه الخاص، وقيم المجتمع، والوعي بالمسؤولية نحو وحدة الأرض والشعب.
ينطوي الكتاب على مقالات تندرج حول قضايا المواطنة والحكم الصالح وقضاياه في دول الخليج العربي، من منظور فلسفي وقانوني يهتم بالشأن العُماني وخاصة حول مفهوم الدولة في العرف السياسي حيث يرى المؤلف: إن المتابع للوضع العماني يجد ظاهرة تأخر التشريعات... وانعدام مؤسسات المجتمع المدني؛ فمثلاً، تأخر ظهور النظام الأساسي للدولة إلى العالم 1996م، ويعدّ هذا النظام روح الدولة، ومحدد ملامحها، وكلياتها، وإذا ظهرت التشريعات فإنها تفتقر إلى سلطة التنفيذ والمتابعة، والتفسير...
هذه القضايا وغيرها يناقشها المؤلف ويقف على طبيعتها وهناتها وفق منظور التنمية الإنسانية بما هي "توسيع لخيارات البشر" لأن عليها يتأسس الاجتماع المدني للمواطنين، وانتظامهم تحت سقف الدولة، ومن هذا المدخل يخوض الكتاب في مفهوم المواطنة، وإشكالاتها، والوضع القانوني، والمشاركة في الشأن العام، والعضوية الأساسية وإشكالاتها الأيديولوجية والقبلية، والوضع التعليمي، والمرأة العمانية، والجنسية... تلك هي محاور البحث في هذا الكتاب.
