عد السياسة عند فلاسفتها علماً إجرائياً قابلاً للممارسة والمراقبة، لأنها تربط بين معطيات العاطفة والطبيعة البشرية، وعناصر العلم؛ بما هو علم إجرائي، ومنجز يساعد الناس على تدبير شؤونهم بصورة أفضل؛ فهو – كما يقول سبينوزا- ليس خرافة أو يوطوبيا وإنما ممارسة وتطبيق؛ فهو تجريبي من حيث منهجه؛ إذ يعتمد الملاحظةَ في الوقائع والاستدلالَ الاستنتاجي، وهو براغماتي من حيث غاياته في بناء مجتمع حر وإنساني متسم بالسعادة. وإننا إذ نقف على هذه القضية علينا أن ننظر بعين بصيرة، وفكر متأن في العوامل والدوافع التي أنتجت مشكلاتنا على مدار تاريخنا العربي الإسلامي الممتد؛ وإذّاك، نستطيع أن نلحظ عوامل متعددة قد نشير إليها بأصابع الاتهام؛ كالدين، والأعراف، والثقافة، والسلطة؛ ولكننا إذا أعدنا التأمل نستنتج أن كل مشكلاتنا تتمحور حول السلطة، وتدور في رحاها واستبدادها المقدس؛ فهي الثقب الأسود في فضاء الوطن العربي. لقد وضّح تقرير التنمية الإنسانية (2002) في معالجاته الشاملة حول واقع الوطن العربي من منظور مناهج التنمية الإنسانية، وتشخيصاته المختلفة والعميقة، أن التنمية في الوطن العربي تعاني القضايا الجوهرية الثلاث: نواقص اكتساب المعرفة، والحرية والحكم الصالح الديمقراطي، وتمكين المرأة.
