يشكل كتاب الدكتور عدنان السيد حسين "المواطنة أسسها وأبعادها" طرحاً جديداً ولافتاً في فكرة المواطنة، فبالإضافة إلى كونها ظاهرة مجتمعية رافقت قيام المجتمعات في تاريخ الإنسانية، نراه يدرسها من حيث هي "منضبطة في حدود الدولة الوطنية"، و"المواطن عمادها ومحورها" وهذا يقود إلى أن "المواطنة تؤكد على الإلتزامات المتبادلة بين المواطن ودولة المواطنين. ولاء المواطن للوطن والدولة، في مقابل واجبات الدولة تجاه مواطنيها..." ولإنها كذلك نراه يركن إلى تفكيك الظاهرة (المواطنة) ويخضعها للدراسة من خلال دراسة عناصرها، وأوجه العلاقة بين هذه العنار على (تناقضاتها أو على تكاملها) بهدف فهم أكثر حةل فكرة المواطنة.
وفي هذا الكتاب؛ تعريف بمفهوم المواطنة مع نبذة تاريخية لتطورها على مستوى الإنسانية والقوانين التي تضبطها مع المصطلحات التي ارتبطت بالإجتهادات لفهمها والترابط التاريخي وانطلق المؤلف في تحديد مفهومها من شرح كلمة "مواطنون" والنضالات التي رافقت حركات التحرر وتحصيل الحقوق والمساواة بين المواطنين بدءاً من اليونان والرومان مروراً بالإستقلال الأميركي والإعلان الفرنسي لحقوق الإنسان بمقاربة ومقارنة مع حقوق المواطن الشاملة من الناحية السياسية والاقتصادية والثقافية والاجتماعية، وحق الديمقراطية ومشاركة المجتمع المدني.
وفي الكتاب أيضاً، شرح لمفهومي العالمية والعولمة بما فب المعنيين من اختلاف، والمسؤولية الدولية وشرعة المواطنة من النواحي كلها التي الإنسان وتلبي حاجاته المعيشية، إلى الدعوة إلى تنمية الأفكار والسعي إلى إعادة العمل على التربية النقية لبناء مواطنة سليمة. إلى ذلك، يعالج الكتاب عدد من القضايا التي تتعلق بحقوق الأقليات واندماجها في المجتمع المدني مع سرد بعض الصعوبات التي تواجه المجتمع المدني في مؤسساته، أو أفكاره، أو برامجه التنفيذية، أو مصادرة الحريات العامة، أو بعضها، وأولوية الأمن، على حقوق الإنسان وحرياته، بما يؤثر سلباً على المواطنة.
ويختتم الكتاب، بالدعوة إلى ضرورة استنهاض معاني القيم بمسعى لإعادة صوغ نهج ولائي يحقق للشعوب حريتها وطموحاتها وإنسانيتها.
