لقد حظيت المواطنة، وقضاياها، بالكثير من الإهتمام، منذ الإنطلاقة الربيع العربي في مختلف الدول العربية، وهذا ما يؤكده الكم الهائل من الوثائق التي تتناولها، لكن الواقع أن قراءة تلك الوثائق لا توفّر فرصة حقيقية لفهم المواطنة، ولا لمعرفة العلاقة الرابطة بينها وبين القضايا الخطيرة المرتبطة بها.
مما زاد من حالة العوز التي تعاني منها المواطنة في العالم العربي، وكرّس الفصل القائم بين المصطلح ودلالته الحقيقة ليزيد أكثر فأكثر في الفوضى الدلالية التي كان يعاني منها أصلاً.
هذا ما أوجد الضرورة الملّحة لأن تقوم جهة معنية بالمواطنة، غيورة عليها وتجتهد من أجل تحقيقها، بالتصدي لهذه المسؤولية، وذلك من خلال وضع دليلٍ يعرّف بالمواطنة، ومبادئها، وقيمها، وأهم قضاياها، ويقدّم منهجاً عملياً للتدريب على نقل هذه المعرفة عبر الورش التدريبية الجماعية، أو من خلال القراءة الفردية.
لقد تحسست "الرابطة السورية للمواطنة"، ومنذ الأيام الأولى لإنطلاقتها في نهاية عام 2011، تلك الضرورة، فأقامت العديد من الورش التدريبية التفاعلية، ونظّمت الكثير الكثير من اللقاءات التي تمّ خلالها تبادل الخبرات، وترتيب الأفكار، واجتهدت لتحصيل معرفة متقدمة بالمواطنة تسمح لها بتحمّل مسؤولية وضع ذاك الدليل.
وبعد أشهر من العمل الجدي تكللت جهود الرابطة بوضع هذا الدليل الذي نأمل أن يكون معيناً صالحاً لكل من يريد العمل على نشر ثقافة المواطنة، وتَمَثُل مبادئها وقيمها، وفهم قضاياها.
