نظرًا للأهمية البالغة لجرائم العدوان على المصلحة العمومية، فقد كان من المتعين تناولها جميعًا بالدراسة العلمية. لكن ضيق الوقت يحول دون إدراك هذه الغاية، فضلًا عن أن الهدف من دراسة القسم الخاص من قانون العقوبات ليس الإحاطة بكافة الجرائم التي يتضمنها، بل هو عرض نماذج منها.
هذه الاعتبارات مجتمعة تفرض علينا أن نتخير بعض فئات هذه الجرائم. ويظهر من الواقع العملي، الذي يستدل عليه من مجموعات الأحكام القضائية، أن أكثر الجرائم المضرة بالمصلحة العمومية انتشارًا في المجتمع المصري هي: جرائم الرشوة، وجرائم العدوان على المال العام بصورها المختلفة، وجرائم تزوير وتقليد الأختام والعلامات وما شابهها، وجرائم التزوير في المحررات. وبالفعل نجد أن هذه الجرائم تثير الكثير من المشاكل القانونية عند التطبيق، ولا يخفي فضلًا عن ذلك أنها تصيب بالضرر الجسيم أو تعرض للخطر مصالح اجتماعية واقتصادية على قدر كبير من الأهمية.
من أجل ذلك قسمنا دراستنا في هذا المؤلف إلى أربعة أبواب على النحو التالي: الباب الأول: جرائم الرشوة، الباب الثاني: جرائم العدوان على المال العام، الباب الثالث: جرائم تزوير وتقليد الأختام والعلامات وما شابهها، الباب الرابع: جرائم التزوير في المحررات.
