يتحدث هذا الكتاب عن العوامل الإجرامية في علم الإجرام والعامل الإجرامي عبارة عن حالة أو واقعة ذات صلة سببية بالظاهرة الإجرامية، والرأي الغالب بين علماء الإجرام أن الجريمة لا يمكن أن تكون ثمرة عامل واحد، بل هي حصيلة عوامل متعددة ومختلفة من شخص إلى آخر، بل بالنسبة للشخص الواحد من جريمة إلى آخر والعوامل الإجرامية يميزها كذلك أنها لا تباشر تأثيرها المسبب للجريمة إلا مجتمعة فهي وحدة لا تقبل التجزئة، ويستحيل من الناحية العلمية نسبة الإجرام إلى عامل وحيد منها أو تحديد نصيب كل عامل في إنتاج ظاهرة الإجرام على وجه القطع واليقين، ومن ثم لم يعد صحيحاً تفسير الإجرام بعامل واحد دون سواه.
وقد ذهب بعض النظريات قديماً إلى نسبة الجريمة إلى عامل بعينه أو إلى مجموعة محددة من العوامل، فرأي البعض أن الجريمة وليدة خلل عضوي، وقرر غيرهم أنها ليست إلا مظهراً من مظاهر الخلل النفسي لدى الفرد، وذهب آخرون إلى أنها ليست إلا مظهراً من مظاهر الخلل النفسي لدى الفرد، وذهب آخرون إلى أنها وليدة البيئة التي يحيا فيها الفرد، وقد رجحت في النهاية نظرية العوامل المتعددة، التي قد يكون بعضها داخلياً أي يرجع إلى التكوين البدني والعقلي والنفسي للمجرم، وقد يكون بعضها خارجياًن أي متصل بالبيئة التي يعيش فيها المجرم.
وإذا كانت دراسة لعلم الإجرام هي دراسة للعوامل الإجرامية، داخلية كانت أو خارجية، فإن عرض المدارس المختلفة في تفسير الظاهرة الإجرامية من شأنه أن يلقي الضوء على فكرة عوامل الإجرام بصفة عامة. وعلى هذا النحو تم تقسيم هذه الدراسة إلى ثلاثة أبواب: الباب الأول: محاولات تفسير الظاهرة الإجرامية. الباب الثاني: العوامل الداخلية للإجرام. الباب الثالث: العوامل الخارجية للإجرام.
