ولد الشيخ عبد القادر الخالدي يوم 20 أفريل 1896م ببلدةفروجة بدائرة سيدي موسى في ولاية معسكر، وكان أول ولد أبيه الفلاح محمد الصغير الخالدي. تعلم عبد القادر القراءة والكتابة وحفظ ما تيسر له من القرآن الكريم في كتاتيب حي سيدي بوسكرين بمدينة معسكر، الحي الشعبي الذي نزح إليه أبوه واستقر بأسرته للعمل في مجال الصناعة التقليدية وذلك بعد عزوفه عن الفلاحة والارض..إلى جانب إقباله على العلم والمعرفة، ورغم صعوبة أو تعذر ذلك على كل الجزائريين آنذاك، ظهر على الفتى عبد القادر الميل إلى سماع الشعر والغناء وما لبث حتى تبوأ مكانا له في مصف الشعراء والمغنيين يجيد أداء القصائد ونظمها أيضا كما اشتهر بتغزله ببختة تلك المرأة الفاتنة التي تفتقت قريحته الشعرية في وصفها وحبها..
