يعتبر غسيل الأموال، أو الجريمة البيضاء، من التعبيرات التي جرى تداولها مؤخراً في كافة المحافل الدولية والإقليمية والمحلية المهتمة بالجرائم الاقتصادية والأمن الاجتماعي والأمن الاقتصادي، باعتبار أن عمليات غسل الأموال ترتبط إلى حد كبير بأنشطة غير مشروعة تكون في الغالب هاربة خارج حدود سريان القوانين المناهضة للفساد المالي، ثم تحاول العودة مرة أخرى بصفة شرعية معترف بها من قبل نفس القوانين التي كانت تجرمها.
ولم يكن باستطاعة أصحاب الأموال غير المشروعة أو القذرة أن يعودوا بأموالهم إلى داخل البلاد، إلا بعد الاطمئنان إلى عدم وجود مخالفات قانونية وغلى عدم وجود مخاطر مرتبطة بأجهزة الأمن أو السيادة، تتمثل في المصادرة أو توقيع العقوبات المالية أو البدنية أو كليهما معاً، فتستعمل عمليات غسيل الأموال لإضفاء الشرعية على الأموال الناتجة عن الأنشطة غير المشروعة.
تجدر الإشارة إلى أن الأموال القذرة كافة تتحقق من أنشطة غير مسجلة في الحسابات والدفاتر أنشطة غير مشروعة، مما يصعب الوصول إلى أرقام حقيقية عن حجمها أو مقاديرها، ولكنها تتجاوز مليارات الدولارات مما يعكس بصورة واضحة الآثار السلبية والمخاطر التي تحدثها على الصعد الاقتصادية والاجتماعية والسياسية كافة.
وانطلاقاً من خطورة وحداثة هذه الجريمة، جاء هذا الكتاب الذي سعى إلى إلقاء الضوء على بعض الجوانب المتعلقة بهذه الجريمة من حيث المخاطر والأساليب وطرق الوقاية وخاصة فيما يتعلق بالدول العربية عامة والأردن خاصة نظراً لاحتقار هذه الدول للقوانين والتشريعات التي تعالج هذه الجريمة التي تهدد مجتمعاتنا في ظل العولمة والانفتاح الاقتصادي.
