موضوع هذه الدراسة لمؤلفها الدكتور "محروس نصار غايب الهيتي" القسم العام من قانون العقوبات وتأتي في ثلاثة محاور: (الأول): النظرية العامة للجريمة، ويضم هذا الجزء بابين رئيسيين هما: التشريع العقابي في باب أول، وأركان الجريمة في باب ثانٍ، يسبقه تمهيد يطوي مبادىء النظرية العامة للجريمة. وأما (الثاني) فيتحدث عن المسؤولية الجنائية. بينما يخصص المحور (الثالث) للجزاء الجنائي.
يبقى أن نشير أن الدراسة خاصة بقانون العقوبات العراقي، حيث تم استعراض ما ورد في قانون العقوبات العراقي من أحكام ومواد تم تقسيمها من قبل المشرّع العراقي من حيث طبيعتها إلى جرائم سياسية وجرائم عادية، ومن حيث جسامتها إلى جنايات وجنح ومخالفات وغيرها من عقوبات.
