حظيت قضية المساعدات الإنمائية باهتمام كبير من قبل المفكرين والقيادات السياسية في العديد من المؤتمرات العالمية كان آخرها المؤتمر الدولي لتمويل التنمية في مونتيري في المكسيك عام 2002، والذي أكد على أهمية المساعدات الإنمائية بوصفها تمثل مصدراً مهماً في تمويل التنمية الاقتصادية والاجتماعية، فضلاً عن كونها تمثل شكلاً من أشكال التعاون الاقتصادي بين الدول يسهم في تعزيز العلاقة بين الدول المانحة والدول المتلقية لتلك المساعدات.
وشهد مطلع الألفية الثالثة تحولاً جوهرياً في أهمية المساعدات والمعونات الإنمائية في تحقيق التنمية للدول النامية، فلم يعد ينظر بعد إعلان الأمم المتحدة للألفية في أيلول/سبتمبر 2000 إلى التنمية الاقتصادية بوصفها عملية تتجسد في زيادة معدلات النمو في الناتج المحلي الإجمالي، بل أضحى لها منظور أشمل يتمثل في زيادة القدرات البشرية والتكنولوجية، والعمل على تخفيض معدلات الفقر، والمحافظة على البيئة. وفي ظل هذا التطور في النظر إلى الفلسفة التنموية، كان لا بد للدول المتقدمة والنامية كافة المقدمة للعون الإنمائي من إعادة صياغة الدور الإنمائي للمساعدات وبما يساعد في تحقيق التنمية المستدامة.
وقد قامت دول مجلس التعاون لدول الخليج العربية منذ مطلع الستينيات من القرن العشرين بتقديم المساعدات الإنمائية للدول النامية، إيماناً منها بضرورة مد يد العون لتلك الدول لمساعدتها في تحقيق أهداف ومتطلبات التنمية الاقتصادية والاجتماعية فيها. كما حرصت دول مجلس التعاون لدول الخليج العربية المقدمة للمساعدات، إزاء التغييرات التي شهدها الفكر التنموي ومفهوم وفلسفة المساعدات الإنمائية على إعادة النظر في سياساتها المتعلقة بتقديم العون الإنمائي بقصد زيادة كفاءتها وفاعليتها.
وتحاول هذه الدراسة التعرف على واقع المساعدات والمعونات الإنمائية المقدمة من دول مجلس التعاون لدول الخليج العربية ودورها في إسناد ودعم مسيرة التنمية الاقتصادية والاجتماعية في الدول العربية والنامية، وبما يعزز من رفع المستوى الاقتصادي والاجتماعي في الدول المتلقية لها. كما توضح أيضاً السبل الكفيلة برفع فاعلية المساعدات لتؤدي دورها المطلوب في إنعاش الاقتصادات النامية مساعداتها في إنجاز الأهداف التنموية للألفية بحلول عام 2015.
