بينما ينشغل المعنيون بالشأن التنموي بمناقشة السياسات والآليات ومتابعة المؤشرات المتفاوتة، تغيب الأسئلة الجوهرية حول غايات التنمية المرتجاة، السؤال بسيط في ظاهره: لمن هذه "التنمية"؟... فخطاب التنمية، على الرغم من وضوح الغايات التي يجاهر بها، مثقل بالإنحيازات والمسلّمات التي نادراً ما تتم مساءلتها، إحدى هذه المسلّمات إفتراض أن التنمية، كما تظهر في المؤشرات الإقتصادية أو المشاريع الكبرى، هي تنمية "للجميع" من دون الحاجة إلى النظر إلى اللامساواة أو تضارب المصالح المحتمل، بمعنى آخر: من دون التساؤل لمصلحة من تصب هذه الحزمة من السياسات أو تلك؟...
في هذا الإصدار السادس من سلسلة الخليج بين الثابت والمتحول نعيد طرح سؤال "لِمن؟" في حديث التنمية وذلك بالنظر إلى هوامش هذه التنمية في الخليج، أي بالتركيز على قضايا الفئات الإجتماعية التي عادة ما تهمشها البنية السياسية والإقتصادية والإجتماعية المهيمنة.
وقد اخترنا في هذا الإصدار التركيز على فئتين عادة ما تكونان في "الهامش": المرأة والقوى العاملة الوافدة.
وعليه، يتناول نخبة من باحثات وباحثي الخليج أوجه الخلل المزمنة التي جرت العادة على أن تكون محور هذا الإصدار، والقوانين والمؤسسات التي تتصل بسياسات التنمية، من منظور هاتين الفئتين الإجتماعيتين في دول مجلس التعاون.
هذا إضافة إلى إبراز الحراك السياسي والإجتماعي الذي تتصدره هاتان الفئتان، بحيث يصبح الهامش هو المركز في هذا العمل.
