تعد المالية العامة (اقتصاديات المالية العامة) أحد العلوم الاجتماعية الحديثة نسبياً، فضلاً عن كونه أحد فروع علم الاقتصاد العام والاقتصاد التطبيقي الذي أخذ يتطور من حيث الأدوات الفنية وأساليب المعالجة للمسائل الخاصة بمالية الحكومة، واتسع نطاقه خلال النصف الثاني من القرن العشرين خاصة عند اتساع نطاق مسؤولية الدولة اجتماعياً وانتقاءياً.
وقد أدى هذا التطور إلى تطوير فلسفة المالية العامة من مجرد كونه الموضوع التقليدي للموازنة بين الإيرادات العامة والنفقات العامة، إلى كون هذا العلم هو انعكاس للتحولات الاقتصادية والاجتماعية والسياسية التي أتسم بها العصر الحديث.
ويبحث علم المالية العامة أو ما يسمى بالاقتصاد المالي في تحقيق الموائمة بين مستوى الإيرادات العامة ومستوى النفقات العامة بما يسهم في حل المشكلة الاقتصادية، والإسراع في تنفيذ المشاريع الإنمائية. وهكذا تعد المالية العامة أحد الأدوات المهمة التي تستخدمها الدولة في النشاط الاقتصادي، فضلاً عن كونها من أهم أدوات التخطيط الاقتصادي بصفة عامة والتخطيط المالي بصفة خاصة.
ولما كان الاقتصاد المالي يهتم بدراسة أثر المتغيرات المالية على إجمالي النشاط الاقتصادي في المجتمع.
