ربما لم يتح لهذه الدراسة أن تبنى على إستقصاء ميداني للجامعات في البلدان العربية، كما لم يكن ممكناً جمع دراسات منتجة في كل بلد عربي على حدة حول التعليم العالي، ثم توليف ما فيها، فالوصول إلى ما ينشر من أعمال قطرية حديثة حول التربية، وغيرها من القطاعات التي تتناولها المعارف، تكتنفه صعوبات جمة في المنطقة العربية، بسبب عدم وجود قواعد توثيقية إقليمية تسمح بالإحاطة بما يصدر.
لذلك كان علينا الإعتماد على المصادر إقليمية التغطية أو دولية التغطية، وعلى عدد من المصادر الوطنية المتنوعة، وفي مثل هذه الحالة تفتقد المعلومات أحياناً عن هذا البلد العربي أو ذاك، أو عن هذا الجانب أو ذاك من الجوانب المدروسة، أو عن سنة معينة، وعندما كان ذلك ممكناً جرى سد النقص عن طريق التقديرات.
إن الهدف من هذه الدراسة مزدوج: تقديم صورة "بانورامية" حديثة عن التعليم العالي في العالم العربي، ومعالجة بعض المسائل ذات الأهمية وغير المطروقة بصورة متبلورة في ما هو متاح من أدبيات.
