كتاب "الجنسية اللبنانية" ثمرة جهود قام بها خبير عالم في شؤونها، جمع إلى مداركه النظرية الثاقبة التي اكتسبها في هذا الموضوع من خلال دراسته الجامعية للحقوق، ومن مطالعات واسعة انصرف إليها عقب ذلك، مكاسب خبرة طويلة اجتازها في ميدان العمل الذي تولاه في مديرية الأحوال الشخصية. فجاء كتابه هذا جامعاً، إذاً، بين النظريات العلمية والتطبيقية العملية لمختلف مسائل الجنسية.
وبالرجوع إلى مضمون الكتاب نجد في الواقع أن المؤلف قد تناول موضوع الجنسية بأسلوب متين ومترابط، فأعطى، ابتداءً، فكرة واضحة عن نشأة الجنسية اللبنانية ثم انتقل إلى معالجة شروط اكتساب هذه الجنسية، فتناولها بتحليل دقيق وبحث عميق عارضاً إلى أحكام المعاهدات والقوانين التي تنتظم، ومبيناً أحكام القضاء التي أتت على شرح غوامضها وملتبساتها على مدى حقبة لا يستهان بها من الزمن. كما تعرض في سياق بحثه وتحليله إلى الآراء العلمية والفقهية التي أبديت حول هذا الموضوع، فناقشها بطريقة منطقية مميزة ومجردة، خالصاً إلى تبني بعضها التي تدعم رأيه ورافضاً ما عداها التي تتفق مع رأيه.
بنتيجة البحث والتنقيب والتحليل التي أثارها المؤلف، توصل إلى إبراز حلول واضحة وصريحة لكل مسألة عالجها في شؤون الجنسية، وحصيلة جهوده ستكون مجالاً خصباً يدخله أي باحث أو رجل أو حتى أي مواطن يسعى إلى إدراك مسائل الجنسية، لاقتباس ما أراد من نور حول قضية غامضة في هذا الموضوع، وكسف ما شاء من معلومات يحتاج إليها لحل أية مشكلة تختص به. بل إن الإفادة تتجاوز حدود الجنسية بمعناها الحصري وتدخل في حقول عديدة متشعبة تخرج عن إطارها –ولو اتصلت بها برابطة معينة- وأخص هذا الحقول حقل النسب، وما يتفرع عنه من بنوة شرعية وغير شرعية، وما تستلزم هذه الأخيرة من اعتراف أحد الأبوين بالمولود غير الشرعي، وكذلك حقل التبني وما يقتضيه من شروط لازمة لصحته، وانتهاءً بحقل تطبيق خاص لا يمكن أن يلج إليه إلا من اختبره عن كثب كالمؤلف، وهو الحقل الخاص بقيود لأحوال الشخصية وسجلاتها المتنوعة التي أسهب المؤلف في شرحها، وتوسع في بيان مضمونها وأهميتها.
وخلاصة القول، إن هذا الكتاب يأتي كهدية ثمينة إلى المواطنين لتعريفهم بموضوع جنسيتهم، والأهمية التي تعود له على مختلف الأصعدة القانونية والسياسية والاجتماعية، كما أنه مصدر علمي هام لرجال القانون يقتبسون منه الكثير من الحلول الملائمة لمشاكل الجنسية المعقدة التي تتعرض لهم في سياق أعمالهم وأبحاثهم.
