لقد بلغت أهمية الجنسية بالنسبة للفرد مكانة كبرى، باعتبارها حقاً من حقوق الإنسان، لا يقل عن الحق في الحياة والحق في الحرية. ولقد دفعت تلك الأهمية جانباً من الفقه المصري الرائد إلى القول ويحق أن حياة الفرد لا تقوم لها قائمة ما لم يكن منتمياً منذ لحظة ميلاده وحتى وفاته لدولة ما. ولا تقتصر أهمية الجنسية على الفرد وحده، بل أن أهميتها بالنسبة للدولة أمر لا غبار عليه ولا يمكن إنكاره باعتبارها الأداة اللازمة لتحديد عنصر الشعب في الدولة، هذا العنصر الذي لا يمكن للدولة أن تقوم بدونه، "فالدولة تقوم بواسطة الأفراد الذين يكونونها، فإذا كان من الممكن أن نتصور الدولة على أقصى تصوير ومن إقليم، فليست هناك من دولة بلا رعايا ولا بد لكل دولة، تبعاً لذلك، من أن تضع القواعد التي بمقتضاها يتحدد من الأفراد من يعتبر من مواطنيها فهي بذلك تحصرهم أو تجري تعداداً لهم بمقتضاه يتحدد كيان الدولة ذاته.
ضمن هذا الإطار يتم البحث في هذا الكتاب حول الجنسية. يتجه البحث أولاً إلى تحديد أهمية الجنسية بالنسبة للفرد وللدولة نفسها، ليتم بعدها تحديد ما هو المقصود بالجنسية بصفة عامة وذلك في الباب الأول، ليتبع ذلك الخوض في موضوع الجنسية اللبنانية للشخص الطبيعي في الباب الثاني، أما في الباب الثالث فقد تمت معالجة موضوع جنسية الشخص الاعتباري، وفي الخاتمة تم إلقاء بعض الأضواء على مركز الأجانب وعلى قانون الاستثمار اللبناني رقم 360 سنة 2001 وذلك في الباب الرابع من هذا الكتاب.
