يعد الحديث عن المواطنة في عصرنا الراهن قضية محورية في المؤتمرات والندوات باعتبارها تربط بحق الإنسان – المواطن – في العيش بكرامة واستقرار وحياة اجتماعية هانئة في ظل واجبات وحقوق بين الوطن والمواطن، وما يستتبعهما من شروط وجود الأمة والدولة لكي تتحقق المواطنة، بوجود الوطن الجامع. وللأسف أن الكثير من الكتاب والباحثين من العرب والمسلمين، عندما يتناولون (مسألة المواطنة)، فإنهم ينظرون إليها وكأنها اختراع غربي، ولا يلتفتون إلى التاريخ الإسلامي، ومضامين المواطنة كما تحققت منذ العصر الأول الإسلامي، خاصة في دستور المدينة، أو صحيفة المدينة – كما يسمّيها البعض – والتي أقرها الرسول صلى الله عليه وسلم بعد هجرته من مكة، والتي أرست المضامين العادلة للمواطنة، في ظل قبول الإسلام لغير المسلمين، الاشتراك في هذه الوثيقة الدستورية.
وعندما كتبت هذا البحث زاد يقيني، وبما لا يدع مجالاً للشك، أن الإسلام سبق الكثير من النظريات والأفكار والفلسفات في إرساء مواطنة تنطلق من معايير عادلة، كما جاء في كتاب الله العزيز وسنة نبيه الكريم صلى الله عليه وسلم.
والمواطنة في الإسلام لا تفرق بين المواطنين سواءاً على أساس الدين أو المذهب أو العرق أو النسب الخ... فهذا الدين القويم يرتفع عن كل الفوارق والتمايزات التي أصبحت سمات الكثير من الدول والحضارات في هذا العصر التي تتحدث عن الحقوق والحريات، لكن الواقع يجافي ذلك والشواهد كثيرة في المجال.
