تكاد تجمع التعريفات المتعددة لعلم الإجرام على أنه ذلك الفرع من العلوم الجنائية الذي يدرس الجاني ومشاكله ويدرس الموقف الإجرامي بعناصره المختلفة دراسة واقعية تجريبية بهدف تحليل ظاهرة الجريمة التي تدور حلوها أحكام القانون الجنائي تحليلاً علمياً.
وتنبع أهمية هذا العلم من صلته بالقانون الجنائي الذي يضم صور السلوك الموصوفة جرائم والجزاءات والعقوبات المقررة لها. وموضوع هذا الكتاب هو أصول علم الإجرام القانوني. حيث يتناول المؤلف هذا الموضوع على تنوعه في أبواب ثلاثة: الباب الأول يقدم دراسة إشكاليات تأصيل علم الإجرام حيث يعرض من خلال ذلك لذاتية الموضوع وذاتية المنهج في علم الإجرام حيث يحدد موضوع الدراسة بالجريمة والمجرم ويحدد طبيعة علم الإجرام وطرق البحث المتبعة في دراساته.
أما الباب الثاني فيدور حول التحليل الوصفي لظاهرة الجريمة حيث يتطرق المؤلف إلى أهم مذاهب ومدارس وتحليل السلوك الإجرام. في حين يعرض الباب الثالث والأخير للتحليل التفسيري لعوامل الإجرام بغرض إلقاء الضوء على الظروف الفردية والاجتماعية المؤدية إلى نشأة السلوك الإجرامي باعتبارها عوامل دافعة للجريمة.
