يتضمن قانون العقوبات القواعد القانونية التي تضع الحدود ما بين المباح والمحظور من المسالك الإنسانية والتي تقرر الآثار الجنائية التي تترتب على مخالفة أحكامها.
ويضم هذا القانون مجموعتين من القواعد القانونية: الأولى، وتشمل المبادئ والأحكام العامة التي تسري على كل الجرائم؛ وتعرف قواعد هذه المجموعة باسم "قانون العقوبات: القسم العام" أو "النظرية العامة لقانون العقوبات"؛ أما المجموعة فتتولى تحديد مفردات الجرائم المختلفة وذلك ببيان أركانها الخاصة والعقوبات المقدرة لكل منها، ويطلق على قواعد هذه المجموعة اسم "قانون العقوبات-القسم الخاص" وهي التي يتم بيانها وشرحها وتفصيل متعلقاتها القانونية في هذا الكتاب.
يدرس الكتاب جرائم قانون العقوبات الخاص في قسمين: القسم الأول خصص لدراسة جرائم الأشخاص والأموال وأهمها جرائم السرقة وحيازة الأشياء ذات المصدر غير المشروع، وكذلك جرائم القتل والإيذاء؛ أما القسم الثاني يدرس فيه جرائم المصلحة العامة وأهمها الرشوة وإختلاس المال العام والتزوير.
