كتاب " أصول علمي الإجرام والعقاب "، تأليف د. طلال أبو عفيفة ، والذي صدر عن دار الجندي للنشر والتوزيع . ومما جاء في مقدمة الكتاب : صراع الإنسان ضد الجريمة، هو صراع طويل ضد قوى الشر. والشر قديم قدم الإنسان، وهو باق ما بقي الإنسان، ومن ثم فالخير والشر متلازمان وأزليان وأبديان إلى ما شاء الله خالق الكون. فقد لازمت الجريمة المجتمع البشري منذ نشأته، فسفح الأخ دم أخيه الإنسان ظلماً وعدواناً، وكان مصرع هابيل على يد أخيه قابيل أول مأساة إنسانية على وجه الكرة الأرضية. ومع مرور الزمن وتقدم البشرية أصبحت الجريمة من أخطر المشاكل الاجتماعية التي تواجه الأفراد والحكومات حتى كانت ولا تزال مرضاً عالمياً خطيراً يهدد الأمن والاستقرار الدوليين، خاصة مع ظهور وتزايد الجرائم المنظمة عبر الحدود الوطنية للدول. لذلك تحرك الباحثون والعلماء خلال القرنين التاسع عشر والعشرين الماضيين للبحث في أسباب الجريمة من أجل القضاء عليها أو الحد منها على الأقل، فمنهم من أرجع الجريمة إلى عوامل عضوية ونفسية، ومنهم من أرجعها إلى عوامل طبيعية أو اجتماعية أو ثقافية أو اقتصادية. وفي ذات الوقت تحركوا للتخفيف من قسوة العقوبات التي كانت سائدة وتُفرض على مرتكبي الجرائم منذ العصور القديمة والوسطى، فطالبوا بإلغاء العقوبات البدنية الوحشية، وحلّت مكانها عقوبات سالبة للحرية تمثلت في ردع المجرمين من ناحية، وتحقيق العدالة من جهة أخرى، بالإضافة إلى تطوير أساليب المعاملة العقابية داخل مراكز الإصلاح والتأهيل التي تهدف إلى إصلاح وتأهيل نزلاء السجون وتهيئتهم للعودة للانخراط في المجتمع بعد الإفراج عنهم.
