لان علم الاجرام علم طبيعي متشعب المسالك وثيق الارتباط بعلوم أخرى كثيرة ذات خصائص مركبة بعيدة كل البعد عن نصوص التشريع وبعضها مستقل كل الاستقلال حتى عن علوم النفس والاجتماع وكلها لا تجمعها في النهاية سوى رابطة محاولة تفسير السلوك الاجرامي ومواجهته فإن معالجة موضوعاته على النحو الذي يرضي المنطق العلمي المتماسك تمثل مشقة خاصة قد تتجاوز المشقة المطلوبة لمعالجة سائر مباحث التشريع الوضعي.
وعلى ذلك تكون أبواب الكتاب الأول وموضوعه "أصول علم الاجرام" قد تحددت بخمسة على النحو الآتي: الباب الأول : في عموميات علم الاجرام الباب الثاني: في ظهور المدارس الجنائية الحديثة الباب الثالث: في آثر العوامل الداخلية في هذا السلوك الباب الرابع: في أثر العوامل الداخلية في هذا السلوك الباب الخامس: في ظاهرة الجريمة عند بعض فئات خاصة. ثم تليها أبواب الكتاب الثاني وموضوعه"أصول علم العقاب".
