لقد جاء هذا الكتاب محاولة من المؤلفين في تقديم مرجع مناسب لطلبة العلم والباحثين والعاملين في مجال القانون الجزائي من قضاة ومحامين وضابطة عدلية ولكل المهتمين، راجين أن يسد هذا المؤلف فراغا في المكتبة القانونية في مجال علمي الإجرام والعقاب. وقد تم تقسيم الكتاب إلى بابين خصص الباب الأول لعلم الإجرام والباب الثاني لعلم العقاب، حيث تناول الفصل الأول من الباب الأول بحث ماهية علم الإجرام، وتناول الفصل الثاني النظريات العلمية في تفسير السلوك الإجرامي، أما الفصل الثالث فتناول بالبحث دور العوامل الاقتصادية في السلوك الإجرامي، وبحث الفصل الرابع الدراسات الإحصائية في علم الإجرام. في الباب الثاني تناول المؤلفون في الفصل التمهيدي منه ماهية علم العقاب، وبحث الفصل الأول نظام العقاب وأغراضه، أما الفصل الثاني فتناول نظم المنشآت العقابية وأنواعها، وفي الفصل الثالث تناول المؤلفون المعاملة داخل المنشآت العقابية، وأخيراً في الفصل الرابع بحث المؤلفون المعاملة خارج المنشآت العقابية.
