البلدية هي إدارة محلية، تقوم ضمن نطاقها، بممارسة الصلاحيات التي يخولها إياها القانون، هذا وتتمتع البلدية بالشخصية المعنوية والاستقلال المالي والإداري، ولها بالتالي أن تتحرك ضمن اختصاصها وصلاحياتها، كما تشاء، وتكون لمقرراتها الصفة القطعية. أما في الناحية التطبيقية فالأمر يختلف بين دولة ودولة.
فمن الدول من يطلق السلطة المحلية، بصورة عامة، وللسلطات البلدية بصورة خاصة، حرية في التحرك والتصرف كاملة أو تكاد، ومنها من يسد عليها الأنفاس حتى الاختناق فيربطها بعجلة السلطة المركزية، سلطة الوصاية، وكأنها واحدة من إدارتها العامة. وبين الحرية الكاملة والتقييد الشديد درجات للوصاية الإدارية تتراوح بين القسوة واللين تبعاً لمفهوم السلطة في كل بلد.
من هنا باتت الحاجة ملحة إلى أبحاث ومؤلفات متخصصة تعني بدراسة البلديات دراسة وافية شاملة معمقة، تطرح من جهة، المشاكل العديدة التي تواجه سلطات البلدية، وتسهم من جهة أخرى، في المعالجات التي من شأنها إيجاد الحلول الملائمة لتلك المشاكل. ولم يكن من الصعب على مكتبة صادر ناشرون تحقيق هذا العمل الموسوعي الضخم، المخصص حصراً لموضوع البلديات، لينضم إلى الأعمال القانونية السابقة في سلسلة "صادر بين التشريع والاجتهاد"، التي أغنت المكتبة الحقوقية العربية، ولاقت نجاحاً منقطع النظير.
