إن مصطلح تبييض الأموال الملوثة أو تنظيف الأموال القذرة أو غسل الأموال الوسخة هو تعبير لمعنى واحد يقصد به، بادئ الأمر إخفاء أو تمويه المصادر غير المشروعة لهذه الأموال المنقولة وغير المنقولة المتأتية عن ارتكاب الجرائم المنظمة كتجارة المخدرات وتهريب الأشخاص والأسلحة والتهرب الضريبي وتزوير النقود وتجارة الرقيق والبغاء واختلاس المال العام... ومن ثم العمل على إدخال هذه الأموال في نطاق الدورة الاقتصادية الشرعية وصولاً إلى تداولها واستثمارها بصورة طبيعية في غير زمان ومكان.
وعلى هذا يمكن القول أن تبييض الأموال، أو تنظيفها، أو غسلها، كناية عن عدة عمليات مالية متداخلة، في ما بينها، ومتمادية في الزمن، تستهدف، في المقام الأول، محو الأصل الجرمي لهذه الأموال وإظهارها بصورة متحصلات مالية ونقدية مشروعة تسهل بعدئذ محاولة إدخالها في الأقنية الاقتصادية المحلية أو الدولية حتى يصبح صعباً، مع مرور الزمن، الوقوف على حقيقة مصادره.
