مما لا شك فيه أن أهم حدث قانوني عاشته الجزائر سنة 2011 هو صدور القانون 11-10 المؤرخ في 22 يونيو 2011 المتضمن قانون البلدية. وهذا من منطلق أن البلدية تعد أهم إدارة جوارية وقاعدة للامركزية. وأنّ كل إصلاح إداري ينبغي أن ينطلق منها. والكتاب عبارة عن شرح مفصّل لأحكام هذا القانون، وهو يخصّ كل المهتمين بعلم القانون من أساتذة وباحثين وقضاة وحقوقيين وطلبة وإداريين ومنتخبين وسياسيين ومحامين وغيرهم. ولقد حاول المؤلِّف أن يقدم شرحا مبسطا لنصوص القانون المذكور مع المقارنة مع القانون 90-08 المؤرخ في 7 أبريل 1990 المتضمن قانون البلدية الملغى.
