يدور موضوع الكتاب حول تجربة المجالس البلدية في المملكة العربية السعودية ويقف عند بعض الصعوبات التي تحد من الجهود الكبيرة التي تقوم بها المجالس البلدية.
يتناول هذا الكتاب الحرب الخفية، والصراعات الدائرة بين البلدية والمجلس البلدي والتي أدت إلى قصور واضح في الأدوار والتوقعات التي كان ينشدها المواطن السعودي وينتظرها على الأرض.
يعتبر مؤلف الكتاب أن المشكلة نشأت "... بسبب ازدواجية الدور وتضارب الصلاحيات بين المجلس والبلدية. كلا الجهتين يحاربان بعضهما البعض بشكل خفي للظفر بقيادة العمل البلدي في المنطقة أو المحافظة. (...) نشأت هذه المشكلة من سوء فهم للفقرة الخاصة بالفصل الأول من نظام البلديات الخاصة بسلطات البلدية (المادة 6) (...)".
