يتميز تاريخ لبنان الإداري بإرتباطه عضوياً بالنظام البلدي الذي ساد فيه، حتى قبل إنسلاخه عن الدولة العثمانية عام 1918 إلى يومنا هذا.
فالبلدية في لبنان كانت النواة الديمقراطية الأولى الأكثر قرباً من المواطنين والأكثر معرفة بقضاياهم ومشاكلهم ذات الطابع المحلي البحت.
ومن الملفت حقاً أن هذا التاريخ العريق للنظام البلدي في لبنان لم يقابله أي إستقرار تشريعي فيه، مما حمل على التساؤل عن جدوى وخلفيات هذا التغيير الجذري المستمر في القوانين البلدية ولمصلحة من؟. فقد بلغت التشريعات البلدية الصادرة في لبنان إلى يومنا هذا أكثر من 15 قانوناً بلدياً أي بمعدل قانون بلدي كل 6 سنوات مما لم نشاهد مثيله في أي بلد آخر.
تصعب دراسة التشريع البلدي في لبنان دون الرجوع إلى القوانين البلدية السابقة للوقوف على نهج المشرع وخلفياته في إصدار النصوص أو تعديلها أو إلغائها، وأصبح من العسير الإطلاع على هذا الطوفان من التشريعات البلدية المبعثرة.
لذلك، سعى هذا الكتاب إلى دراسة تشريعات النظام البلدي في لبنان، من خلال حصوله على جميع التشريعات البلدية الصادرة في لبنان منذ العهد العثماني إلى اليوم، وعمد إلى جمعها وتنسيقها ونشرها مما يسهل، على المشرع اللبناني والباحث القانوني والطالب الحقوقي والمسؤول البلدي والمواطن العادي الإطلاع.
