هل الهموم تسبق الأحلام، أم العكس هو الصحيح؟ أوليس هم المجتمع الانساني كفسحة لقاء بين الناس الغرباء هو الذي دفع إلى حلم الإنسانية الأكبر، حلم المدينة، الذي قال توسيديد بصدده: إن الآلهة تآلكتهم الغيرة من البشر، لأنهم استطاعوا أن يبنوا المدينة. هذا الهم يناقشه عبدوالقاعي في هذا الكتاب، طارحاً الأسس والمعايير المختلفة التي يفترض البحث فيها وبناؤها بصورة دائمة من أجل بعث ثقافة المدينة في المشاعر والمواقف والسلوكيات والتطبيقات الإنسانية والقرارات السياسية والمسارات الاقتصادية والاجتماعية.
وقد أتى الكتاب في قسمين: الأول يبحث في الثقافات المختلفة التي يفترض تثبيتها وتعميقها في القلوب والممارسات لكي ينشأ حس المدينة في النفوس هماً إنسانياً أولاً يدفع إلى الحلم، حلم اللقاء مع الآخر، ولكي تتشتت تالياً مكامن المخاوف من الحوار معه وقبوله، هذه المخاوف المتجذرة في أنانية الذات البشرية.
ويعبد القسم الثاني درب المدينة عبر إستعادة الذاكرة في تجربة قامت بها جامعة سيدة اللويزة بإشراف الكاتب حول الشأن العام في قضايا الناس، وهي تجربة تناولت جميع مجالات تنظيم الخير العام، لكي يتمكن مختلف أفراد المجتمع وشرائحه من الإفادة منه بالتساوي، والمشاركة بفاعلية في إتخاذ القرارات العائدة للإنشاءات الضرورية في مجالات خدمات هذا الخير، ولإدارة هذه المنشآت.
