يلتمس الباحث الإسلامي الدكتور "سعود المولى" في كتابه هذا الفارق بين الأديان كتعاليم سماوية تعتني العبادات والأخلاق العامة، أي كنظام قيم يهذّب الإنسان ويرتقي به إلى الكمالات الأخلاقية، وبين الدين الذي يختزن قيَم الدولة ولا يختزلها في نصه.
فالدولة وشكلها وضرورة تطورها ليست نصاً شرعياً ثابتاً بالشكل وإنما الثابت الوحيد بنظر الدين هو مضمونها في تحقيق العدالة والتنمية للإنسان والجماد على حد سواء.
والإسلام لم يقدم نمطاً واحداً للدولة بعدما ثبت عنده أنها ضرورة ولم يتقرح شكلاً ميعناً لها ليستوعب بذل المستجدات في المعرفة والإجتماع مرتكزاً على المسلمات الفقهية في ضرورة مراعاة الأزمان والأحوال أي التوليف بين الثابت والمتغير ما يعني أن هناك أطروحة إسلامية لها تمثلاتها ومثالاتها المختلفة في التاريخ وأن نظرية الدولة في الإسلام قابلة لإستيعاب المستجدات من دون المساس بالمرتكزات الأساسية التي يجب أن تقوم عليها الدولة كشرط أساسه العدالة والتنمية.
إن كتاب الأستاذ المفكر الدكتور "سعود المولى" الذي بين أيدينا هو مساهمة في إرساء التأصيل الشرعي لمفاهيم الحوار والتعددية والديموقراطية والدولة المدنية والمواطنة في الإسلام.
