تركز هذه الدراسة في أحد جوانبها على تقييم الأهمية النسبية لدور عوامل التقارب والتجانس والتشابه في دفع مسيرة التكامل الخليجي وتطرح عدة تساؤلات من بينها: إلى أي مدى تتشابه دول الخليج العربية، أو تتماثل في مراحل نموها الاجتماعية والاقتصادي والسياسي وعادات شعوبها وتقاليدها وقيمها؟ وهل يوفر ذلك لدولها نوعاً من الخصوصية والسمات المشتركة لها دلالاتها على المستوى الوطني والإقليمي؟ وإلى أي مدى تؤثر سلبياً وإيجابياً في جهود التكامل الخليجي؟ وغير ذلك من التساؤلات.
وبطبيعة الحال لا تهدف هذه الدراسة إلى تقديم تحليل كامل لمختلف العناصر والأبعاد التي تشكل مقومات هذا الإقليم وخصوصيته ولكنها ستحاول كما أوضحا سلفاً تقديم بطاقة تعريف بالتجمع الإقليمي الخليجي تتضمن أهم ملامح هويته، من خلال التعرف على السمات الرئيسية التي تجعل لهذا التجمع خصوصيته، وتوضيح أهم تضاريس الإقليم السياسية والاقتصادية والاجتماعية الأساسية التي سيتم بناء التكامل الخليجي فوقها.
وبالتالي التعرف على مدى ملاءمة هذه القاعدة للبناء التكاملي الذي تم الشروع في إقامته، وهل سيسمح أساس هذه القاعدة وترتبها بأن يرتفع بناء تكاملي رأسي خليج متعدد الطوابق، أم أن قدرة تحملها السياسية والاجتماعية قولاً لا تسمح إلا ببناء طوابق إقليمية سطحية أولية وأفقية تكاملية محدودة لضعف الأساس أو تخلخل عناصر التربة المغذية؟
