تسعى دول مجلس التعاون لدول الخليج العربية منذ عقدين تقريباً إلى إيجاد تكامل اقتصادي وسياسي واجتماعي وأمني يتلاءم والمستجدات الإقليمية والدولية من النواحي كافة. وقد اختلفت تقييمات الباحثين والمتخصصين حول التقدم الذي أحرزته دول المجلس على طريق التنسيق والتكامل الرامي إلى قيام تكتل خليجي يضمن لدول المجلس مكانة مرموقة في ظل التكتلات الاقتصادية العالمية، وفي ظل الأسواق المفتوحة التي تدعو إليها منظمة التجارة العالمية والتي انضم إليها معظم دول المجلس. وعلى الصعيد الرسمي تحاول أجهزة الإعلام جاهدة إبراز الإنجازات التي تمت في غضون العشرين عاماً الماضية، ولا سيما في المجال الاقتصادي، وذلك رغم أن الاتفاقية الاقتصادية الموحدة ما زالت تواجه عقبات كبيرة تقف أما تنفيذ بنودها الأساسية.
أما الباحثون والمتخصصو، فإن وجهات نظرهم تتفاوت بين قبول ما تم تحقيقه من إنجازات جزئية في ظل العلاقات السياسية والأمنية والاجتماعية السائدة في منطقة الخليج العربي، وبين محللين يرون أن ما تمّ الاتفاق عليه لا يتناسب والفترة الزمنية التي مضت على تأسيس مجلس التعاون لدول الخليج العربية في عام 1982.
وفي هذا الجانب يتمّ تأكيد أن العوامل التاريخية والدينية والاقتصادية والمصير المشترك تشكل دوافع مهمة لاستكمال عوامل التكامل بين دول المجلس، على اعتبار أن هذه العوامل المشتركة مهيأة في التكتل الخليجي أكثر من أي تكتل آخر في العالم، تلك التكتلات التي تسير نحو التكامل بشكل أسرع وأكثر ثباتاً في التكتل الخليجي. ويرجع هؤلاء المحللون هذا الوضع غير الطبيعي إلى أكثر من سبب يؤدي إلى تأخير عملية التكامل بين دول المجلس، وبشكل يؤدي في الوقت نفسه إلى تفويت فرص تاريخية مهمة يمكن استغلالها لاستكمال بناء مقومات السوق الخليجية المشتركة مع بداية الألفية الجديدة.
وبالتأكيد، فإن لكل من هذه الأطروحات مبرراتها، إلا أن وجهات النظر تلتقي حول تواضع عملية التكامل الاقتصادي الخليجي في العقدين الماضيين، وتشير بوضوح لا لبس فيه إلى أن هناك إمكانيات وفرصاً يمكن تسخيرها لمضاعفة الإنجازات التي تمت، وذلك من خلال تفعيل العديد من القرارات والاتفاقيات التي أبرمت بين دول المجلس، ووضع الآليات الخاصة من أجل الإسراع في تحقيق المواطنة الخليجية وانتقال عناصر الإنتاج والتجارة بحرية تامة تمهيداً لإقامة التكتل الخليجي المنشود. وتشكل هذه العوامل المهمة المحاور الأساسية التي يحاول الباحث التركيز عليها في هذه الورقة التي يحلمها هذا الكتاب، مع توضيح أهم محددات وفرص التكامل الاقتصادي بين دول مجلس التعاون لدول الخليج العربية.
