يشترك أعضاء المجلس في النظام السياسي، والنسيج الاجتماعي والثقافي. وتعد السعودية هي العضو الأقوى. وتمتلك المجموعة نصف احتياطي العالم من النفط تقريباً. وفي سنة 1984 أنشأت نواة قوات دفاعية مشتركة هي "درع الجزيرة"، التي توجد قاعدتها بالسعودية. لكن المجلس فشل في توسيع هذه القوات؛ كما أجهضت خطة اقترحتها سلطنة عمان لإقامة قوات قوامها 100 ألف جندي. وقد وقعت دول المجلس عام 2004 على اتفاقية لتقاسم المعلومات المخابراتية لمكافحة الأرهاب وعلى الصعيد الاقتصادي، يهدف مجلس التعاون الخليجي إلى إقامة سوق مشتركة قبل متم عام 2007، وإصدار عملة موحدة قبل حلول عام 2010. كما أقيم اتحاد جمركي عام 2003، لكنه لم يطبق تمام التطبيق.
ومنذ منتصف الثمانينات من القرن الماضي وحتى الآن حدثت الكثير من المتغيرات العالمية والإقليمية مما كان لها الأثر الواضح على دول التعاون الخليجي ولعل أهم تلك المتغيرات هو سقوط الاتحاد السوفيتي كقوة عظمى وانتهاء الحرب الباردة وإنفراد الولايات المتحدة الأمريكية كقطب وحيد في العالم.
ولاشك أن لمجلس التعاون الخليجي دورا متناميا في الحفاظ على الأمن الخليجي وتفعيله إلا أن ثمة إشكاليات قد تعوق دون تحقيق المجلس لدوره المنوط به لاسيما مع وقوع العديد من المتغيرات على الصعيدين المحلي والعالمي.
