الدراسة التي يضمّها هذا الكتاب هي في الأصل أطروحة تقدّم بها نايف علي عبيد إلى جامعة بغداد للحصول على درجة الدكتوراه في العلاقات السياسية الدولية حول "مجلس التعاون لدول الخليج العربية: من التعاون إلى التكامل"، وهي دراسة أكاديمية متميزة تمكن صاحبها من الجمع باقتدار بين عمق التحليل ورصانته من جانب، وبين الموضوعية والتجرد في تناوله الموضوع.
وقد مهد الباحث لدراسته بمقدمة أوضح فيها استراتيجية البحث، كما تعرض بالتحليل والمناقشة للمفاهيم الأساسية التي يقوم عليها التأصيل النظري لهذه الدراسة، وأبرزها مفاهيم النظام الإقليمي، والتعاون والتكامل الدولي، ثم أتبع ذلك بالعديد من الفصول المترابطة السياق التي تناولت ضمن ما تناولت: تأثير العوامل الإقليمية ومصالح القوى العظمى، واتجاهات الأنظمة السياسية الحاكمة خلال المرحلة التي سبقت قيام المجلس، كما عرض بأسلوب انتقائي واعٍ للتجارب العربية الوحدوية أو الاتحادية السابقة وما كان لها من تأثير بصورة أو أخرى في توجهات دول المجلس حول ما يجب أن يكون عليه شكله التنظيمي وأهدافه.
ومن ذلك يمضي الباحث إلى بيان المراحل المختلفة التي سلكها تشكيل مجلس التعاون الخليجي، كما يشير إلى ردود الفعل الإقليمية والدولية التي رافقت الإعلان عنه، وبعدها يناقش وبإسهاب دور المجلس في تحقيق التكامل في شتى مجالاته السياسية والاقتصادية والأمنية. ولعل ما يزيد من أهمية هذه الدراسة العلمية، تحليل الباحث بأسلوب الاستبيان، آراء النخبة الخليجية اتجاه مجلس التعاون.
وقد أعطى هذا التحليل مؤشرات بالغة المغزى والدلالة في ما يتعلق بمقدرة المجلس على الانتقال من طور التعاون إلى طور التكامل في ظروف المستقبل المنظور.
