يخطو اليمن حالياً بثقة أكبر في درب تحقيق طموحه القديم والثابت إلى الالتحام عضوياً بمحيطه الخليجي، ومن ثم الانضواء تحت مظلة مجلس التعاون لدول الخليج العربية. تظهر مجريات الأمور، بالمقابل، تقبلاً خليجياً عاماً ومتزايداً لوجود اليمن ودوره في إطار تفاعلات النظام الإقليمي الخليجي، وإن اختلفت نسبياً دوافع هذا القبول، وكذلك مستويات التعبير عنه من دولة خليجية لأخرى. على أن هذا المشهد الظاهر يخفي بين ظلاله تعقيدات جمة وعوائق يصعب تجاوزها، يمنياً وخليجياً، من دون التعاون الكبير بين طرفي العلاقة. تأتي هذه الدراسة لتحاول استكشاف إمكانات اندماج اليمن في منظومة مجلس التعاون لدول الخليج العربية في ظل المعطيات والتطورات الراهنة، وذلك من خلال بحث وتحليل الثابت والمتغير في دوافع طرفي العلاقة من عملية الاندماج وعوائقها وواقعها الراهن، وصولاً إلى محاولة رسم معالم مستقبل هذه العملية وما ستؤول إليه، في ضوء المتغيرات والأوضاع المستجدة في المنطقة التي أخذت تفرض نفسها على صناع السياسات في اليمن وفي دول الخليج على حدٍّ سواء، وتنبئ بإمكانية دخول العلاقة بين اليمن ودول مجلس التعاون منعطفاً مهماً وحاسماً قد يؤسس لمرحلة جديدة في تاريخ اليمن المعاصر كما في مسيرة مجلس التعاون لدول الخليج العربية التكاملية.
