تشكل المسائل التي تناولها هذا الكتاب مقارنة لتطور لبنان خلال مئة عام من منظور التنمية، تكبر مخاوف اللبنانيين عاماً بعد عام من تداعيات الأزمات ويصبح القلق أشد وطأة بين خيبات التسوية؛ حيث باتت المعالجات بحاجة إلى تغييرات جذرية بحجم مدى السؤال عن مصير لبنان.
وسط الخيبات وما تبقى من آمال يأتي هذا العمل كمساهمة وصرخة، من موقع المعاناة، ومن قبيل الإدراك بأن مسارات الزمن وتفاعلاتها في الديمغرافيا والسياسة والإقتصاد لن تقف عند حدود التسويات التي يحاول المتربعون على تخوم النزاعات إعادة ترسيمها خارج حقائق التاريخ وإتجاهات تطوره.
وبناءً عليه، يشكل هذا الكتاب، ومن خلال فصوله العشرة، مدخلاً لتفكيك مأزق لبنان إلى مشكلات يمكن التفكير في حل لها، وهو مناسبة للدعوة إلى قراءة الإنجازات التي تحققت خلال هذه الحقبة والإستفادة من مسارها وصيرورتها، ولا سيما مرحلة العهد الشهابي وتقرير بعثة إيرفد.
وقد جاءت فصول الكتاب على النحو التالي: الفصل الأول: "مفهوم التنمية وتطوره في سياق النظرية والتطبيق"، الفصل الثاني: "لبنان مأزق التنمية ومشكلات بناء الدولة"، الفصل الثالث: "مرحلة ما قبل الإستقلال تؤسس للإختلالات"، الفصل الرابع: "مرحلة الإستقلال والميثاق الوطني وصيغة التوازنات"، الفصل الخامس: "محاولات تدخل الدولة في الحياة الإقتصادية - الإجتماعية"، الفصل السادس: "تقييم سياسات الدولة"، الفصل السابع: "من الحرب الأهلية إلى تسوية الطائف، "الإنماء اللامتوازن وقود الحرب الأهلية"، الفصل الثامن: "من إتفاق الطائف إلى إغتيال رفيق الحريري والحرب الإسرائيلية"، الفصل التاسع: "الصيغة الميثاقية أمام إختبار جديد"، الفصل العاشر: "مسارات المنظومة التنموية".
