"الإنماء" قرار سياسي وإن تضمّن قرارات فرعية في الاقتصاد والاجتماع؛ قرار تأخذه الدولة العادلة والمنتجة، "لأن وفرة الإنتاج مع سوء التوزيع هو احتكار، كما أن عدالة التوزيع دونما إنتاج كاف هو توزيع للفقر والبؤس". إن معالجة لبنان للخلل البنيوي في نظامه السياسي الطائفي ستمكنه من وضع حدّ لتداعيات البيئة الجيوستراتيجية المحيطة به التي توسّع مداها وتضاعف تأثيرها السلبي بفعل العولمة وثورة الاتصال والمواصلات التي جعلت العالم قرية كونية. أما الرابط بينهما فهو أن القوى الخارجية تستثمر الضعف الداخلي وتفاقمه لمصلحتها خصوصاً وأن العمالة السياسية أصبحت، للأسف، شيئاً من العلاقات العامة بدواعي الارتباط المؤدلج! هناك قول معبّر: إنّ المشكلة ليست فيمن ماتوا أو تماثلوا للشفاء لكنها في أولئك الذين علقوا بين الحياة والموت. وبالتالي استمرار الوضع الحالي هو خيار سلطوي جائر وجب تغييره وليس قدراً وجودياً ينبغي الاستسلام له.
هو كتاب يتّصف بالتّنوع والشمول، عني بدراسة الفقه التنموي وأصوله، على ضوء تجارب الواقع العام وخصوصية المجتمع اللبناني، وقد اشتمل على طريقتَيْ البحث الأكاديمي الكلاسيكي والعرض الصحفي الشيّق، وكما هو حاجة في التخصص الدقيق ضمن التركيب الثقافي والحضاري المعهود فهو أيضاً ثقافة عامة لا بد منها لكل معني بالتنمية؛ وإذا كانت التنمية هي سعي دائم لتحسين ظروف الحياة، فهذا يعني أننا جميعاً معنيون بمعرفة كيفية تحسين تلك الظروف.
