تشهد العملية الانتخابية في لبنان اليوم تغيراً في مختلف وجوهها وأبعادها، في المرشح وفي الناخب، في البرامج والطريقة؛ كما في العدة والأداة، فضلاً عن تغيّر يطال القانون الانتخابي ذاته وضع البلد على مفترق جديد.
وهذا الكتاب أراده مؤلفه الدكتور حاتم علامي مقاربة محدثة للعلاقة بين النظام السياسي والعملية الانتخابية انطلاقاً من منظومة بناء الدولة في لبنان. تنطلق المقاربة من استحضار أبجدية التغيير عبر المتغيرات والمعادلات التي تؤثر في العلاقة بين العملية الانتخابية بأبعادها المختلفة ومكونات النظام السياسي؛ لتضيف إلى منهجية التحليل عناصر جديدة ذات أثر في تحديد خيارات الناخب كالثقافة السياسية واختيار سلوكيات معينة وتموضع الناخب بين تبعيته لنُخب سياسية معينة أو احترام حقوقه كمواطن في دولة تضمن له حقوقه كاملة.
وفيما يأتي صدور هذا العمل في خضم تقييم نتائج (انتخابات لبنان 2018)، فإنه يتطابق مع العنوان الرئيسي "أبجدية التغيير"، انطلاقاً من كون هذا القانون نتاج توازنات، وتعبيراً عن جولة جديدة من جولات الصراع السياسي، التي تفاقمت في ظل التطورات الإقليمية، ولأنه يأتي بعد 9 سنوات فاصلة عن آخر انتخابات، فترة من التطورات على كافة الصعد، آلت إلى تداعيات ستشكل صورة عن موزاييك لبناني جديد يعيد رسم توازنات جديدة.
يخلص الكتاب، في ضوء تحليل موزاييك التحالفات ونتائج المعركة إلى تقييم تداعيات العملية الانتخابية على مستقبل لبنان وأثرها في التغيير المنشود الذي يخرج عن كونه مجرد شعارات تختصر شمولية هذا التغيير وتحديد اتجاهاته ومضامينه.
