أما الباب الثالث فيتحدث عن "السياسة والاستراتيجيات" ويتناول بالبحث السلطة ومجتمعات الناس وجدليات التنمية الاقتصادية والاجتماعية، وجدل الاستقلال والتعاون والرقابة المفروضة على هيئات الإنتاج وتهيئة محيط نشاطها، والشروط الخاصة للشركات المتعددة الجنسية وغيرها من المواضيع.
وأما الباب الرابع والأخير فيدور موضوعه حول "الغاية والقيم" ويتناول فيما يتناول القيم والأبعاد العالمية واتجاه التنمية وتقارير إلى نادي روما ونقد التوقعات والخطط الوطنية والنماذج العالمية وغيرها...
