يتضمن هذا الكتاب الجديد الذي ينشره المركز اللبناني للدراسات، أوراق العمل اللبنانية ضمن حلقات الحوار حول الفقر التنمية في المنطقة العربية، التي نظمها المركز اللبنانية للدراسات بالتعاون مع مركز الأهرام للدراسات السياسية والاستراتيجية في مصر ومركز الأردن الجديد للدراسات في الأردن ومؤسسة عبد الرحيم بو عبيد في المغرب. وقد هدفت الحوارية الأسبوعية هذه التي امتدت أسابيع خمسة، في آذار/مارس، ونيسان/أبريل2002، إلى إجراء حوار بين باحثين ومسؤولين وقادة رأي ونشاط من المجتمع المدني، ضمن الإطار الوطني وعبر الاتصال الأثيري بين المشاركين من الأقطار العربية الخمسة.
وقد مثلث هذه المبادرة أول محاولة من نوعها لعقد ندوة ممتدة عبر الأثير بين نحو 120 مشاركاً من أربعة أقطار عربية وكان الهدف من هذه المناقشات تحقيق مزيد من الوعي لجدّ قضايا الفقر والإفقار وإلحاحيتها في المنطقة العربية، ومحاولة إطلاق عمل تنسيقي لتعلم بعضاً من تجارب بعضنا الآخر في محاربة الفقر وأساليب التنمية الاجتماعية على مستوى المنطقة.
وقد قدمت في الحلقات الخمس أدوات مهمة تمثل الخلفية لإطلاق الحوار الوطني ولاطلاع المشاركين غير اللبنانيين، وينشر هذا الكتاب في الفصول الأول حتى الخامس أوراق العمل هذه التي أعدها كل من كمال حمدان وشربل نحاس وكامل مهنا وجوى غالب ورضا معماري وجورج آصاف. أما الفصل السادس فهو يتضمن تلخيصاً للمناقشات التي دارت في الحلقات الحوارية، أعده عبد الفتاح الجبالي من مركز الأهرام في القاهرة.
