Book Description
يمثل الإحصاء أحد أهم مرتكزات البحث والتخطيط ورسم السياسات العامة التي تقوم عليها مسيرة بناء وتطوير الدولة الحديثة, وقد ترافق انبثاق الثورة الصناعية والتطور النوعي في الرياضيات التطبيقية في أوروبا مع تكون الإدارات والنظم الإحصائية التي ساهمت في وضع أدوات قياس موحدة سمحت برصد ومتابعة تطور المؤشرات والمتغيرات الوطنية وترشيد عملية اتخاذ القرار في ضوئها.
أما في لبنان، الذي استمد مشروع بناء الدولة في النموذج "الحداثي" الأوروبي، فقد ساهمت ظروف عدة في إهمال بناء الإحصاءات الوطنية باستثناء بعض التجارب الفريدة التي ارتبطت بالعهد الإصلاحي الذي مثلته الشهابية، ثم ما لبثت هذه التجربة أن انهارت إبان الحرب، ليملأ بعضاً من فراغها في ما بعد بعض المؤسسات العامة والخاصة التي بنى كل منها بعض القواعد الإحصائية القطاعية والجزئية.
يهدف هذا الكتاب الذي يتضمن أوراق ورشة العمل التي أعدها المركز اللبناني للدراسات إلى إجراء مراجعة نقدية لحال العمل الإحصائي في لبنان اليوم، والبحث في أوضاع المؤسسات والوحدات وقدراتها الإنتاجية والعلمية ومدى استخدام الإحصاءات في صوغ السياسات العامة وفي عملية التنمية الاقتصادية والاجتماعية والإدارية. وهو يتضمن مقاربات للوضع الراهن للإنتاج الإحصائي مقاساً بحاجات التنمية، وتقويماً لإنجازات وتحديات الإحصاءات القطاعية في مجالات مختلفة، كما يناقش الكتاب سبل ووسائل تطوير الإحصاءات والأرقام وقواعد المعلومات اللبنانية لكي تواجه تحديات عصر العولمة والشفافية واقتصاد المعرفة.
