من المعروف أن الموازنة العامة والمالية العامة بصورة أشمل خرجت عن كونها موضوعاً محصور الاهتمام به والتداول فيه في حلقة ضيقة من أصحاب القرار والاختصاصيين لأنها تحولت أخيراً إلى هم عام، إلى تعبير مكثف عن الأزمة الاقتصادية والاجتماعية التي تعانيها البلاد بسبب حصيلة التطور الاقتصادي والسياسات الاقتصادية والإعمارية التي اعتمدت خلال العقد الذي تلا نهاية الحرب في لبنان.
ورب ضارة نافعة، فهذا الاهتمام المتزايد من قبل الرأي العام والإعلام، وهذه المتابعة المترقبة لتحضيرها وتركيبها ومناقشتها وإقرارها، ومدى تحقيق أهدافها المتوقعة مالياً واقتصادياً واجتماعياً. كل ذلك يفتح الباب لتطوير مفهوم آخر لعلاقة المجتمع بالدولة، ولعلاقة المواطن بالضريبة وبالإنفاق العام، ولعلاقة التمثيل السياسي للمواطنين بالمساءلة والمحاسبة عن الخيارات الاقتصادية والاجتماعية للسلطات العامة وعلاقتها بخيارات الموازنة وحسن استعمالها.
يسعى هذا الكتاب بالتحديد لإلقاء الضوء على هذه العلاقة من خلال مداخلات منهجية تستدعي بعض المقاربات الجديدة لدراسة الموازنة، ومن خلال مداخلات تطبيقية وقطاعية تدرس هذه العلاقة في حالات التنمية الزراعية والصحة والشؤون الاجتماعية في لبنان. وتحاول هذه المداخلات أن تختبر مفاهيم وأدوات دراسة الموازنة، ليس كأداة إدارة رشيدة لموارد ومتوجبات الدولة أو كأداة تفعيل وتحفيز للاقتصاد الوطنى وحسب، بل كأداة للتنمية الاجتماعية أيضاً، وكعنصر أساسي في بناء وترسيخ عقد اجتماعي جديد بين الدولة والمجتمع في لبنان وبين المواطنين جميعاً، من خلال تكافؤ الفرص والتضامن الاجتماعي.
