في هذا الكتاب يقدم أ. د. عامر بن زيد الوائلي مقاربة نقدية حول مفهوم المواطنة، ويبدأ البحث "نهاية المواطنة" في الجمع بين مفهوم النهاية وتحقق مفهوم المواطنة برؤية نقدية حول خطابات الــ "ما بعد" التي تفترض طرح مفهوم ما بعد المواطنة، ويقدم الكاتب قراءته في مسارات المفهوم، وملامح نهايته عبر عدد من المحاور التي تشكل مفاتيح للإنطلاق في صياغة مفهوم المواطنة، والتنبؤ بنهايته، ولكن هذا لا يعني بالنسبة للكاتب: نهاية الدولة، فالدولة القطرية كمنبع لحكم القانون تؤلف شرطاً جوهرياً مسبقاً للضبط من خلال القانون الدولي كما أنها بوصفها سلطة عمومية نافذة ضرورية لبقاء المجتمعات القومية التعددية.
ما يريد أن يقوله الكاتب أن العولمة كعالم واسع متعدد الأبعاد، متنوع العناصر والفئات خلقت مفاهيم جديدة وحوّلت أخرى، عن معناها الأصلي، وعلى غير وجه أو مستوى، حضاري ومدني، أو علمي أو معرضي، فبدأ التحول - كما يقول الكاتب: "من العالم الفسيح إلى قرية صغيرة سقطت فيها كل الحدود المقننة، أمام عالم الإفتراض، فكان الإعلان عن نهاية المواطنة القائمة على الإنتماء إلى الدولة القومية، والدعوة إلى معايشة المواطنة الإفتراضية، والتي لم تكن الإشعار حق أريد به باطل.
فالإنتماء إلى الدولة القومية ضرورة مدنية، ووطنية، ولو افترضنا - يتابع الكاتب - فعالية المواطنة الإفتراضية، فإن ممارسة الحق، والواجب يحتاج إلى مؤسسة حكومية لحماية هذا الحق في أي منطقة من مناطق هذا العالم الواحد، فالوطن الرحم الأساس لجميع دلالات المواطنة، فلا مواطنة بدون وطن...
وهكذا، يحيط الكاتب بالمقدمات التي أفرزت الإعلان عن نهاية المواطنة، ومنها البحث النسبي في تاريخ المفهوم وتطوره والحلقات المغيبة غير المُفَكَّرِ فيها والتي تمثِّلُ إضاءتها ونقدها وتبيان نسبتها وتنوع الأصول والتجارب فيها دراسةً مُهَّمة تثير الأسئلة وتطرح معالجات جديدة للمواطن العربي القديم.
