شهدت منطقة الخليج العربي في الأعوام الأخيرة تطورات إقليمية/دولية كبرى، أبرزها الحرب على العراق، وتصاعد أزمة البرنامج النووي الإيراني. وقد أسهمت هذه التطورات في زعزعة الاستقرار الإقليمي، وتقويض الجهود الرامية إلى إيجاد توازن للقوى في منطقة الخليج العربي. وفي الوقت نفسه، برزت العديد من المخاوف المحلية التي تمس الأمن القومي لدول الخليج العربية.
ولمناقشة التحديات الأمنية التي تواجهها منطقة الخليج العربي، والحاجة إلى إقامة منظومة أمنية تسهم في تحقيق الاستقرار السياسي والرخاء الاقتصادي والاجتماعي لدول المنطقة، عقد مركز الإمارات للدراسات والبحوث الاستراتيجية مؤتمره السنوي الثاني عشر في أبو ظبي خلال الفترة 5-7 آذار/مارس 2007، تحت عنوان "النظام الأمني في منطقة الخليج العربي: التحديات الداخلية والخارجية".
ويتضمن هذا الكتاب الأوراق التي قدمت في جلسات المؤتمر، وهو يناقش التهديدات والفرص الأمنية لدول الخليج العربي، وخصوصاً الوجود العسكري الأجنبي في المنطقة، وعدم الاستقرار المنبثق من العراق وإيران، ويتناول أيضاً التحديات الأمنية الداخلية التي تواجهها دول الخليج العربي، والتي لها تداعيات عابرة للحدود الوطنية، مثل الإرهاب، والجريمة المنظمة، والخلل الديمغرافي الناتج عن هجرة العمالة الوافدة. ويبحث الكتاب كذلك في التحديات الناجمة عن عمليات التنمية والانفتاح على الاقتصاد العالمي.
وإذ يسعى الكتاب إلى تقييم التغيرات التي تمس أمن منطقة الخليج العربي، واستعراض آثارها الشاملة على مستقبل المنطقة والعالم، فإنه ينشد مقاربة موضوع إنشاء إطار أمني إقليمي لمنطقة الخليج العربي، يشارك فيه جميع دول المنطقة، وتسهم في ترتيباته أيضاً دول ومنظمات من خارج المنطقة. والمؤمل أن يسهم الكتاب في تأكيد أهمية توصل دول المنطقة إلى صيغة أمنية محل إجماع بينها كلها، وفي تسليط الضوء على هذه القضية الحيوية التي تمس مستقبل المنطقة وازدهار شعوبها.
