تم تصور السياسة الخارجية الألمانية تجاه منطقة الخليج العربي من منطلق فهم أن جميع المؤسسات والأطراف السياسية والجهات الفاعلة في السياسة الخارجية المشاركة في عملية صنع القرار للسياسة الخارجية الألمانية تتحدد باتفاق واسع وفق ثلاثة عناصر أساسية: أنها لا تتكرر أبداً، ولا تحدث وحدها أبداً، وتحدث بالوسائل السلمية فقط. وباتفاق جميع الجهات الرئيسية الفاعلة، تؤلف هذه العناصر الثلاثة عماد السياسة الخارجية الألمانية تجاه أي جزء من العالم، وتجاه منطقة الشرق الأوسط الكبير من دون شك إذ تمثل أهم أجزاءه. وينبغي كذلك أن نضع في اعتبارنا أن الموروثات التاريخية، وبخاصة تلك التي تتعلق بسياسات ألمانيا تجاه إسرائيل، تؤدي دوراً فاعلاً، ومن المحتمل أن تستمر في دورها على هذا النحو. غير أنه على المستوى العملي، لا توجد أي سياسة خارجية شاملة تجاه الشرق الأوسط الكبير. وفي الحقيقة، تنقسم السياسة الخارجية الألمانية إلى مناهج مختلفة تتوزع بين المغرب والمشرق ومنطقة الخليج العربي، وتطبق هذه السياسة بالتأكيد من خلال التنسيق مع الاتحاد الأوربي كلما كان ذلك ممكناً. يشير التردد الكبير إزاء تطوير المبادرات والمناهج التي تتجاوز السياق الأوربي إلى أن المصالح الاقتصادية مازالت تهيمن على كيفية صياغة السياسة الخارجية لألمانيا تجاه الشرق الأوسط الكبير، مع أنها تُحدَد في نواح نادرة وفق الاعتبارات الأمنية أو الاستراتيجية. وبمنظور شمولي، يمثل افتقار السياسة الخارجية الألمانية إلى منهج استراتيجي منسق إحدى نقاط الضعف المركزية لهذه السياسة، إذ ينبغي أن تركز على تطوير استراتيجية مصممة خصيصاً وفق احتياجات المنطقة. بيد أنه من الصعب التفاؤل حيال تنفيذ مثل تلك السياسة الشاملة عندما يتطلب الأمر ذلك، إذ تظل السياسة الخارجية الألمانية محكومة بالموروثات التاريخية، وبالشراكة الواضحة مع الولايات المتحدة الأمريكية، وبدور ألمانيا الجوهري في إدماج الاتحاد الأوربي، وبالانشغال بالقضايا الاقتصادية.
