ازدادت أهمية التشريع في العصر الحديث بعد ازدياد تدخل الدولة في شؤون الأفراد، تنظيم حياتهم وتكفل حقوقهم وتحدد واجباتهم بما يعود عليهم وعلى المجتمع بالفائدة، وليس لدى الدولة من وسيلة إلى هذا التنظيم غير التشريع.
ولا يمكن دراسة التشريعات المختلفة وفهم المقصود منها إلا بالوقوف على المفاهيم الصحيحة للمصطلحات القانونية، غير أن تباين المؤثرات الثقافية في البلاد العربية أدى إلى بلبلة في المصطلحات القانونية، واضطراب في استعمالها، وإلى خلط كثير، حيث لا تحمل الكلمة الواحدة في كثير من الأحوال المعنى نفسه في البلاد المختلفة. ولا شك أن وجود معجم يتضمن المصطلحات القانونية الفرنسية ومقابلها الإنكليزي والعربي وتعريفها يساعد على فهم معانيها وتعريبها من الأذهان، وقطع الطريق أمام التضارب في التغيير الصحيح.
انطلاقاً من هنا فقد اعتنى الدكتور "أحمد زكي بدوي" بإصدار معجمه الذي بين يدينا والذي جاء محتوياً على كافة مصطلحات القانون وهي القانون المدني، قانون الأحوال الشخصية، قانون المرافعات، قانون التجاري، القانون البحري، القانون الجنائي.
هذا وقد اعتمد في حصر المصطلحات التي أثبتها في معجمه هذا على معجم Lexique de termes juridiques par raymomd guilien et jean vincent. وزيادة في الإيضاح قام بتعريف كل مصطلح، وذلك بهدف تحديد دلالة كل لفظ وتوضيح معناه، وبذلك يرتفع أي إبهام، كما وراعى في تعريف المصطلح توضيح معناه الغني لا اللغوي، أي تحديد دلالته القانونية، ومحيط استعماله، وأثبت في نهاية المعجم كشاف إنكليزي وآخر عربي ليسهل الترجمة من وإلى أي من اللغات الثلاث.
