بالنظر إلى اختلاف المصطلحات القانونية بين لغة وأخرى، وخاصة عند محاولة تحديد المعنى القانوني للمصطلح، ومعرفة النصوص التي تحكم ذلك المصطلح في النظام القانوني الذي يخضع له. يضع الباحث الدكتور "نوري طالباني" أستاذ القانون ورئيس الأكاديمية الكوردية، بين يدي القارئ (المعجم القانوني) باللغات الأربع (عربي-كوردي-فرنسي-إنجليزي) يتناول أهم المصطلحات التي تتناولها مهنة المحاماة واختصاص (القانون) بشكل عام، وقد حرص المعجم على ذكر المعنى المقابل للمصطلح في اللغات الأربع الآنفة الذكر، إذ وضع المؤلف بجانب الكلمة والمفردة الكردية معانيها باللغات العربية والفرنسية والإنجليزية لسببين أساسيين كما يقول: أولهما الاطلاع على المعنى القانوني لهذه الكلمات في هاتين اللغتين، وثانيهما إبراز المعنى الصحيح لتلك المصطلحات (...)".
وعلى هذا، يساعد هذا المعجم في فهم الدلالات الدقيقة للمصطلحات القانونية وخاصة لدى الدارسين والعاملين في حقل القانون، وتم ترتيبه الفبائياً، وتزويده بكل ما يمت بصلة للمواضيع القانونية ولا سيما الكلمات/المصطلحات الاقتصادية والسياسية والاجتماعية والإدارية، إتماماص للفائدة المرجوة.
