شهدت المكتبة العربية نمواً في المعاجم في شتى مجالات العلم، وتعددت المعاجم في الحقل الواحد حتى أصبحت مورداً للتخصص يساعده في الوقوف على ما يعترضه في مجال تخصصه. على أن العلوم القانونية لم تواكب العلوم الأخرى في هذا المجال، وبقيت تفتقر إلى معاجم تبحث في المصطلح القانوني، تبين أبعاده ومحتواه، وتسهل على رجل القانون عمله.
ومع أن البحث في المصطلح القانوني مهمة شاقة، لاختلاف الفقه في كثير من المسائل القانونية، وتعدد نظرة الفقهاء إلى المصطلح القانوني الواحد، إلا أن هذا البحث أصبح ضرورة ملحة، تفرضها الحاجة إلى توحيد التشريع في الأقطار العربية، وتوثيق الصلات بين هذه الأقطار في مختلف المجالات. لذلك عنى الدكتور "عبد الواحد كرم" المستشار في مجلس شورى الدولة وأستاذ القانون الخاص المساعد سابقاً بوضع هذا المعجم القانوني الثلاثي اللغة (عربي - فرنسي - إنكليزي) متجاوزاً في إعداده صعوبات في البحث عن تعريف متكامل للمصطلح، أو اختيار تعريف أكثر دقة وأقرب إلى واقع النظام القانوني من بين تعاريف عديدة، أو صياغة تعريف للمصطلح بالرجوع إلى كتب الفقه ومختلف التشريعات في الأقطار العربية، وقد احتضن المعجم آلاف المصطلحات القانونية هذا بالإضافة إلى احتضانه لملحق يتضمن أهم المختصرات القانونية في الإنكليزية والفرنسية والمصطلحات التي تقابلها في تينك اللغتين، وما يقابلها بالعربية.
