كثيراً ما تختلف كتب الشريعة والقانون في تحديد التعريف الدقيق الفقهي والقانوني، مع الأهمية البالغة لهذا التعريف.
وفي وطننا العربي، حيث تطبق أحكام القانون إلي جانب أحكام الشريعة الإسلامية، يكون الباحث، في كثير من الأحيان، في حاجة إلي تحديد المعني الفقهي والقانوني للمصطلح، لمعرفة النصوص التي تحكم ذلك المصطلح في النطام القانوني الذي يخضع له.
وفي دراسة لمختلف المراجع والنصوص الشرعية والقانونية، توصل المعجم إلي صياغة تعاريف لأهم المصطلحات التي تناولتها تلك المراجع والنصوص، بما يعتبره الأكثر دقة من غيرها فيها. وفي ذلك محاولة لتوحيد المصطلحات، خاصة القانونية منها، في مختلف أجزاء الوطن العربي. إذ يحيل المعجم، في المصطلحات المتماثلة، إلي المصطلح الأكثر دقة، والذي تتفق عليه معظم المراجع العربية.
وقد حرص المعجم علي ذكر المعني المقابل للمصطلح في اللغة الفرنسية والإنكليزية، كما ضم ملحقين إضافيين، الأول منهما بالمختصرات القانونية الفرنسية المستعملة في الحياة العملية وما يقابلها باللغة العربية، والثاني بالمختصرات القانونية الإنكليزية، إتماماً للفائدة المرجوة منه.
وبذلك فإن هذا المعجم لا يعنى رجال الفقه والقانون فحسب، بل تمتد فائدته لكل من يعنى بالثقافة العامة.
