في أواخر العام 1947، أي بعد إنشاء منظمة الأمم المتحدة بعامين، وقعت الاتفاقية العامة للتعريفات الجمركية والتجارة المعروفة بـ(الغات). وفي بداية العام التالي دخلت الاتفاقية حيز التطبيق، وكان الغرض من قيامها وضع قواعد عامة لتحرير التجارة الدولية، وإزالة العوائق الجمركية وغير الجمركية التي تحدّ من حركتها، وتوالى عقد الجولات التفاوضية في إطار هذه الاتفاقية وكان منها مؤتمر مراكش (المغرب) الذي أسفر عن توقيع 127 دولة على الاتفاقية الجديدة التي تميزت بعدة أمور.
ويرى البعض (المتخصصين التجاريين) بأن هذه الاتفاقية إنما تهدف إلى توسيع دائرة التبادل الحر على الصعيد العالمي تشكل رافداً قوياً أو ركيزة أساسية لظاهرة العولمة، والمستفيد الأول من عملية تحرير التجارة عالمياً هو الدول الصناعية الكبرى والشركات ذات الجنسية المتعددة. وقد كثرت الدراسات التي تتناول هذه الاتفاقية الجديدة. وهذا الكتاب يتناول بالدراسة اتفاقية الغات في محاولة لاستكشاف خباياها، ووضع المخططات للحدّ من آفاتها وأضرارها.
