الجامعة، مؤسسة تعليمية، ومركز بحث ومنارة للإشعاع الثقافي، تعكس مستوى حضارياً، وتدعو لتقدمه، إلا أنها ليست موضوعية الأهداف، محددة المقاصد، بل هي نظام ديناميكي متحرك ومتفاعل العناصر، وهي أيضاً مجتمع بشري تنطبق عليه قواعد التفاعل الإجتماعي الحاصل بين أفراده، وكلما كان هذا التفاعل نشيطاً إيجابياً كان أكثر تماسكاً وإستقراراً وقوة.
والجامعة، تقوم بدورها التقليدي في تخريج القوى البشرية اللازمة من الخريجين والمتخصصين التي يعتمد عليها في تحقيق الأهداف الديناميكية المتطورة للمجتمع وحمل آماله قدماً بصورة مطردة، كما تعمل على زيادة الحصيلة البشرية من المعرفة بصورة منهجية، أو، ما يسمى بالبحث العلمي ونشره وإذاعته وتداوله ووضعه ووضع التطبيق، كما تعمل الجامعة، على تحقيق التوازن بين البنية الإجتماعية المتحركة إلى الأمام وقيادتها في مجالات التخصصات المختلفة، وبين باقي القوى البشرية من القاعدة العريضة في المجتمع، وذلك ببرامجها المتخصصة للوقاية من ظواهر إغتراب الخريجين وتقليل الفجوة بين الأجيال.
فإن الجامعة لها رسالة سامية، وأهداف تسعى إلى تحقيقها، وأنها في سبيل تحقيق هذه الأهداف تعتمد على عدة أجهزة بها، وأن المكتبة هي أهم هذه الأجهزة الأكاديمية، وأن المكتبة الجامعية لها وظائف وبرامج تستمد أسسها من أهداف الجامعة التي تقوم بخدماتها.
وعليه، قام الأستاذ "سعيد أحمد حسن" بدراسة تاريخ نشأة المكتبة الجامعية، وكيفية تطورها، وأهمية أهدافها، بالإضافة إلى وظائفها المتعددة وذلك في ثمانية فصول توزعت على صفحات هذا الكتاب.
