يعرض هذا الكتاب وجهات نظر مختلفة تمثل المجتمع المدني في لبنان حول اتفاق الدوحة. ويهدف إلى البحث في أبعاد وسياقات وآفاق تطوير اتفاق الدوحة، وكيف يمكن للبنانيين البناء على هذه المواثيق، وخصوصاً أن اتفاق الطائف هو أيضاً واحداً منها، فكيف يمكن البناء عليها من أجل تطوير ثقافة المواطنة أي تجاوز لحظة الواقع أو لحظة الهدنة، والذهاب باتجاه التوازن المستديم الذي يقوم على الأليات الديمقراطية. وبما أن اتفاق الدوحة جاء في ظروف استثنائية مرت على لبنان، يهدف الكتاب بعد حرب أهلية دامت خمسة عشر عاماً، وبين اتفاق الدوحة الذي جاء بعد أحداث السابع من أيار سنة 2008.
يحاول هذا الكتاب القاء الضوء على ثلاثة قضايا أساسية: 1- التحديد الحصري لمضمون المواثيق، 2- مفهوم الظروف الاستثنائية، 3- مبدأ تسيير المؤسسات والزامية والذي ليس له مقابل في تفسير القانون الخاص.
يأتي الكتاب في ثلاثة أبواب، تبدأ بمقدمة للدكتور سليم الحص، والدكتور نصري مسرة، وربيع قيس، ومحسن مرزوق. يبحث الباب الأول في البعد التاريخي في اتفاق الدوحة، أما الباب الثاني فيبحث في البعد المؤسساتي: المؤسسات الدستورية واستمراريتها، ويأتي الباب الثالث والأخير بعنوان: بعد المجتمع المدني: دعم اتفاق الدوحة. يلي ذلك جلسة مناقشات وملحق صور ووثائق نص اتفاق الدوحة باللغات الثلاثة العربية، الفرنسية، والانكليزية...
